Misinformation, Disinformation and Hate Speech as a Driver of Instability in Fragile and Conflict Affected States

This K4DD Rapid Evidence Review analyses how misinformation, disinformation and hate speech (MDH) can exacerbate conflicts due to existing volatility in fragile and conflict affected states (FCAS), contributing towards atrocity risks.

These risks are difficult to respond to through peacebuilding mechanisms due to limitations in humanitarian regulatory legislation, and the operational difficulties of applying these mechanisms in practice due to institutional barriers and limited public trust in state authorities in FCAS.
