Public-Private Partnerships in Tanzania Education Sector

27th February 2026

This K4DD Rapid Evidence Review explores public-private partnerships (PPPs) in the education sector in different countries that share contextual similarity with Tanzania education sector.

While private sector participation can help address financing gaps, international experience shows that increased privatisation of education has not consistently delivered positive outcomes. In several contexts, concerns about equity, quality, and accountability have prompted scrutiny at the highest international levels. The RER opens the discussion on PPPs with a generic PPP concept and briefly discusses a few of the Tanzanian education PPPs. This review draws mostly on academic and a few grey literature sources, including websites of institutions.
